A fantastic opportunity to join an NHS Trust who has opened up two positions for Band 5 Payroll professionals to join their team in South West Coast due to promotions within the current team. This role is temp to perm.

The team has a lot of talent and received exceptional training.

Working on multiple payrolls both weekly and monthly it is essential that the candidate is up to date with All NHS, Agenda for Change, Dental and Medical legislation. Competent in their manual calcs and firm understanding of the following.

* Strong knowledge ESR/NHS/Agenda for Change, Medical & Dental terms & conditions knowledge
* Ability to calculate manual payslips
* Has ran an end to end Payrolls (starting with OSP batch/increments & ending with Apprentice levy)
* Can competently process/check & train on ESR Processes including new starters, leavers, changes, ADI input, uploading files (Allocate or Roster) etc.

In order to be considered for this role you MUST have ESR AND NHS experience and ideally worked for 2 years minimum in a NHS background. You should have a good understanding of UK PAYE legislation and a good understanding of how to calculate deductions such overpayments, maternity, sickness payments, Tax and National Insurance. Reporting to the Payroll Services Manager you will be responsible for helping assist the monthly and weekly payroll for 50,000 employees across 12 payrolls.

Main Job description

* Assisting the team leader with the smooth running a Client Payroll, including Payroll end to end tasks.
* Ensure the delivery of the Client payroll and those of its clients with whom the Trust contracts. Responsible for ensuring the service runs effectively and professionally, with accurate calculation and timely payment of salaries, staff expenses and the provisions of pension services.
* Responsible for liaising with the Clients relating to how their systems interact with the Electronic Staff Record (ESR). Providing guidance and support to maximize the accuracy and efficient production of information required to produce the payroll. This will include advising on the interaction between ESR and the client’s Rostering and Expenses electronic systems. Ensuring the Client has accurate, reliable, and robust systems in place and that all available functions are utilised for the benefit of the Client. This will include liaising with Human Resources, developing and implementing changes to systems and providing training/guidance as appropriate.
* Accountable for the standards in the Clients Payroll section. Ensuring that Service Level Agreements with clients are maintained and updated. All performance criteria are monitored and measured in accordance with the Clients KPI’s requirements. This will include attending Client meetings when required.
* Demonstrate specialist knowledge within the sphere of NHS Payroll. Take a lead role in interpreting and advising the client on NHS Payroll Policy and Guidance where appropriate. Liaise with Directors and other Senior Managers where necessary, ensuring appropriate information and assumptions are being used to develop financial and non-financial applications and models. This will require attendance and membership of relevant working groups and dealing with highly sensitive and contentious information.
* Responsible for the continued review of payroll operational services to improve efficiency, effectiveness, and ability to respond to changes in technology and legislation. Minimise the risk of fraud by reviewing and updating procedure manuals and procedures to reflect all such changes. Undertaking staff training when you have identified a training requirement.
* Produce routine and complex calculations, reports and information and deal with pay enquiries from employees, managers, and external organisations, in person, via phone, secure Email and by letter.
* Plan and organise a broad range of complex activities, some of which are ongoing, and which require the formulation and adjustment of plans and strategies including allocation and re-allocation of work on a rotational basis within the Payroll sections to ensure staff retention and the work is being undertaken in the most efficient way.
* Develop, maintain, and implement payroll related policies, procedures and systems which impact across the organisations, as agreed by the Trust and its Clients for whom payroll is produced to ensure the correct application of pay regulations and conditions of service to all staff, and to keep up to date with issues and knowledge relevant to payroll and pension regulations.
* Responsible for the calculation and payments relating to Injury Allowance under the regulations.
* Provide information to the Payroll Services Manager, Financial Controller and the Director of Finance at Salisbury NHS Foundation Trust and its clients Senior Management team to an agreed timescale and format, in respect of payroll information for inclusion within the Annual Accounts and Freedom of Information requests.
* Responsibility for ensuring delivery of staff Payroll presentations across all Client bases.
* Provide training and advice to managers to ensure that Trust and its Clients payroll and expense procedures are followed
* Provide support to internal and external auditors during Audit inspections within the Payroll Department.
* To assist with the line management of the payroll section, leading on recruitment of staff, resolving any recruitment/retention difficulties and chairing selection panels. Working, when required, with other NHS Finance Departments as an assessor.
* Select, develop, and motivate a team towards achieving defined objectives.
